Rule of Law Committee is a nonprofit 501c4 organization, supporting coalition development and civic engagement in policy related advocacy, through community outreach, research and development, awareness development, roundtables and special events.


Rule of Law Committee (est. 2001) was founded with a mission to uphold and defend the rule of law under principles of the U.S. Constitution, Declaration of Independence, and Bill of Rights.

Rule of Law Committee is lead by Velma Anne Ruth, M.Ed., President, alongside board members, advisors and partners which vary for each of the above initiatives. Velma was appointed President in 2022 by her predecessor, William Shaker who co-founded the organization with his late wife Joanna in 2001.

Precinct Project USA

Precinct Project USA is a national network of community leaders at state, county and local levels who are committed to growing involvement in local conservative precinct committees and respective Republican party membership. The coalition supports state, county and local groups in organizing, procedure, and outreach in fulfilling and maintaining precinct recruiting goals.

Farmers Across America

Farmers Across America (FAA) is a network of family owned and small-to-mid size farms, farmers markets and grocers, officials and community members who are committed to reversing the trends of economically declining domestic agriculture and of increasing agricultural imports, to advance regional food supply, local processing and distribution, community partnerships with and investment in local agribusiness.


Farmers Across America was founded with a mission for combined food security and assistance to local farmers and farmers markets, through the following activities:

  • Educate agribusiness and rural community members on financial support offerings through the U.S. Department of Agriculture (USDA)
  • Promote farmers markets, direct farm sourced and farm-to-table food supply for expanded access to healthy foods and organic goods
  • Encourage private investment in local family owned and multi-generational farms
  • Support family owned farms, agribusiness, and rural community members in grant applications


Since 2020, Farmers Across America has been active in Maryland, Nebraska, North Carolina, Pennsylvania, South Carolina, Virginia, with outreach also in California, Florida, Kentucky, Ohio, and West Virginia.


Since 2021, Farmers Across America has provided direct volunteer advisory support to farms, farmers markets, and rural community members with funding and grant applications in North Carolina and Pennsylvania.


Farmers Across America is backed by nonprofit 501c3 Heart to Heart Foundation and 501c4 Rule of Law Committee, with activities in integrative health, environmental health, and disaster recovery. Heart to Heart works in collaboration with C-RASC and STAR-TIDES at George Mason University.

Appalachia Recovery Coalition

Appalachia Recovery Coalition is a network of nonprofits, churches, officials, university faculty supporting disaster recovery and resilience. This is an environmental health initiative of Heart to Heart Foundation (501c3), in collaboration with Rule of Law Committee (501c4).


Beginning September 2024, this volunteer program supports victims of Hurricane Helene in recovery and redevelopment, including supporting the network of independent nonprofits, churches, volunteers and donors in reaching those individuals, families and communities in need; advancing community and public-private partnerships; and facilitating advocacy support for individuals, families, local small businesses and agribusiness across Western North Carolina, Eastern Tennessee, and Southwest Virginia.

Christian Leadership Council

Christian Leadership Council is a special initiative of Children of Heroes Fund in collaboration with Rule of Law Committee and ABS Community Research, conducting outreach, awareness development, and offering opportunities for Christians and Faith Leaders to get involved in their local communities. Since 2018, outreach activities have been predominantly active in Washington DC, Virginia, Pennsylvania, Ohio, and North Carolina; plus interfaith initiatives internationally.


Children of Heroes Fund and ABS are nonprofit 501c3 organizations. Contributions are tax deductible.

Thin Blue Line Caucus

Thin Blue Line Caucus was founded in 2021 with the advisory support of seasoned law enforcement veterans and leading members of the national law enforcement community, through principles of community policing (Broken Windows model). This outreach and collaborative initiative brings together civic groups, law enforcement, government officials, and constituents in meaningful dialog for public safety solutions. Children of Heroes Fund has a special emphasis on reducing violence and incidents at schools (K-12 and collegiate), houses of worship, and local neighborhoods at large.


Since founding, Thin Blue Line Caucus coalitions have organized and supported multiple local activities and events in Virginia, Ohio, and Pennsylvania; with a special emphasis on youth, families, and partnership development.

GHC for Public Administration

Global H Codes (GHC) is a classification system addressing the intersection of finance, operations, finance, and information technology in support of nonprofit administration and interdisciplinary partnerships.


GHC was founded by ABS Community Research (2001), supporting public administration internationally, with focus on smaller nonprofits and volunteer operated charities. 


GHC was adopted for private sector administration by Independent Review, Inc (2010), and for civic engagement by Rule of Law Committee (2022).

Washington Marketing Group

Washington Marketing Group (WMG) is a primary sponsor of Rule of Law Committee, since founding in 2001.


WMG has been supporting direct marketing for nonprofit, political and issue-specific campaigns for almost 40 years. These campaigns have driven prospecting and development of multiple donor lists and a central database of 3.4 million conservative donors under management.


The firm was founded by William and the late Joanna Shaker in 1987, alongside their sister nonprofits including Heart to Heart Foundation (501c3), Children of Heroes Fund (501c3), and Rule of Law Committee (501c4). Heart to Heart Foundation

Heart to Heart Foundation (501c3) shares joint initiatives with Rule of Law Committee, including Farmers Across America and Appalachia Recovery Coalition. 


Heart to Heart Foundation was founded in 1983 with a mission to support healthcare and medical research. In earlier years, the founders sponsored cardiology research at Georgetown University and also sponsored home healthcare. 


Today, Heart to Heart Foundation supports activities in integrative health, environmental health, and disaster recovery; including collaborative partnerships in community health and wellness, education and awareness, community outreach, coalition development, and interdisciplinary intervention.


Many activities are in collaboration with George Mason University's Center for Resilient, Adaptable, and Safe Communities (C-RASC) and STAR-TIDES.

Children of Heroes Fund

Children of Heroes Fund (501c3) shares joint initiatives with Rule of Law Committee (501c4), including Christian Leadership Council and Thin Blue Line Caucus.


Every day children lose a parent in the line of duty, making the ultimate sacrifice for public safety and national security as a member of the military, law enforcement community, or as a first responder. And every day military, first responders, teachers and good samaritans put their lives on the line in public service. 


Children of Heroes Fund was established in 2015 to generate support for families and children who lost a parent through their public service, with focus on youth education and wellness. Today we are partnered with our sister organizations, Heart to Heart Foundation and ABS Community Research for advocacy and community partnerships in support of these families and prevention of future incidents.


Through special initiatives, Children of Heroes Fund advocates for public safety and interdisciplinary partnerships, to develop local level support, with commitments to community justice and healing programs.

ABS Community Research

ABS Community Research shares initiatives with Rule of Law Committee including Christian Leadership Council, and GHC for Public Administration.


ABS Community Research was founded in 2001 per the request of advisors in 2000 to support evidence-based interdisciplinary partnerships in justice, health and human services, education, and economics.


As a predominantly volunteer organization, ABS has provided advocacy support to communities in over 40 countries and across the United States.


In 2018, ABS Community Research became dedicated solely to faith-based Christian missions, including secular and interfaith collaboration.


ABS is a nonprofit 501c3 organization.
